The Korean government announced a plan for reintroducing governmentauthored history textbooks for secondary school students last year. The Prime Minister announced the revision of the history textbooks was to begin in the 2017 school year. He told a press briefing, “The government judged that it is impossible in reality to author accurate history textbooks under the current system.” He claimed that 99.9 percent of schools currently use biased textbooks with leftleaning contents and that we cannot educate our precious children with the distorted and biased history textbooks anymore.
This study argues that the recent attempts for government-issued history textbooks is an unqualified regress of democracy in Korea and a return-to the past cold war · anti-communist nationalism. The researcher verified the reality of the “left-leaning” phenomena that New-Right scholars have always utilized as an excuse to attack the government-issued textbooks which had been compiled by private publishing companies, and reveals their ideological bias and the essence of their radical ideology. The core principle of ‘correct history education’ that proponents of government-authorized textbook policy insist is ‘liberal-democracy’. But the researcher argues that their democracy is just the static liberal democracy or quasi-liberal democracy, adhering to the past cold war·anti-communism tradition disguised as democracy. The author argues that this approach corres -ponds to ‘cultural violence’ in the terminology of Johan Galtung. And this paper criticizes the cultural violence inherent in their ideology by identifying the ideological affinity between South Korea evangelical Protestants and governmentled uniform history textbook forces. In order to finally achieve true peace, this study deals with Galtung’s concept of ‘positive peace’, which can be achieved only through our uninterrupted effort to remove the structural violence that exists in society. In conclusion, this study presents a Christian peace ethic in an effort to overcome the cultural violence inherent in the government-issued history textbook conspiracy that South Korea’s national power and its proponents are now plotting.
