In the West (in Europe as well as in the USA), there is a tendency to think that the conflicts and antagonisms currently existing among Korea, China, and Japan just show their obsessions over what happened in the past and their inabilities to improve their relationships, and to think that those three nations ought to be able to leave their past wounds behind and begin to build new future-oriented relationships. But this just reveals how ignorant the West is of the history of the East Asia, especially of the Far East. The postwar trials of the Nazi Germany’s war crimes and crimes against humanity were official and explicit. Though these trials were not complete, Germany continued to apologize for its crimes every year and still does so today. On the other hand, the trials of Japan’s war crimes and crimes against humanity during the second World War were neither official nor explicit, but whitewashed instead. Only seven people were hanged to death in the Tokyo trials, and those who were responsible for the human experimentations in the Unit 731 were acquitted. The current Japanese prime minister Shinzo Abe is a descendent of one of the acquitted, Nobusuke Kishi.
A bigger problem, however, is that the Japanese government is trying to reinstate its past pursuit of the ‘Greater East Asia Co-Prosperity Sphere’ as a proud legacy today. Blaming the existing historiography that contains regrets about Japan’s practices during the World War II as a ‘self-tormenting historiography’, the Japanese government commemorates the day of starting the Pacific War instead of the day of losing it, and attempts to turn to a ‘normal state’ that may dispatch its military forces abroad by modifying the ‘Peace Constitution’. Therefore, the one that is calling out the tragic past is neither Korea nor China, but Japan.
Nevertheless, the West clandestinely sides with Japan. And this reflects the hegemonic competition between the USA and China in the North East Asia today. The United States is trying to confront China by means of the American-Japanese-Korean triangular alliance which was formed during the Cold War. The United States is conniving or encouraging the rearmament of Japan in order to raise the American-Japanese alliance to a level similar to the American-British alliance. But this situation is analogous to that of the Treaty of San Francisco in 1951 in which the United States gave an indulgence for Japan’s imperialist invasion in order to confront the Soviet Union. Hence, The historical tragedy of East Asia that is being reenacted today consists in the fact that the West’s imperialism and Japan’s duplicate imperialism in the past are being repeated as an actual anxiety.
Therefore, in order to form future-oriented relationships in East Asia, above all, Japan’s remorses and reflections about its past imperialist rule must be done first. There should be formed an international network and a public opinion in the Asia-Pacific region that criticizes and subdues the Japanese government’s attempt to resurrect imperialism. Secondly, Japan is required to apologize for its crimes against humanity which approached the height of criminality of the Holocaust, and to carry out international mournings for the recovery of the humanity of the victims. Thirdly, not from the point of view of the West but from the universal point of view of the humanity, there should be self-reflections about the whole of the Westen imperialism in order to end the entire history of imperialsim.
