For many years, Swedish labor market policy has been characterized by the $quot;Activation Principle.$quot; This means that the unemployed are offered active labor market policy programs on the basis of their individual capabilities and needs, instead of cash assistance. All job seekers are entitled to these programs on equal terms, regardless of citizenship, age, sex, education, previous work experience, etc. It is noteworthy to point out that there has been broad consensus among the political parties in supporting the activation principle. The goals of Swedish policy have been, among others, full employment, economic growth, economic and social equality, stable prices, fair distribution, regional balance, and good indoor and outdoor environment. Of these, full employment has been the primary goal for many decades. The labor market policy in Sweden has traditionally been an integral part of economic policy and has performed important functions both during boom and recession periods. `The basic direction for the policy has been to achieve a good balance between labor supply and demand or, put differently, to make it easier to achieve. The direction can be divided into three categories; 1. Developing the requisite skills 2. Considering the geographic factor to match family and job 3. Adapting to human needs On the basis of the direction mentioned above, the most important labor market policy currently includes the following programs; (1) Placement service. It is to provide the job seeker with good, appropriate work as quick as possible and to supply employers with suitable applicants. (2) Programs to influence labor supply. These are designed to match labor demand. The main programs are employment training and relocation grants. (3) Programs to influence demand for labor. The purpose is to increase demand by providing temporary work to job seekers while they are awaiting permanent positions. (4) Cash benefits for the unemployed. Insurance benefits to compensate for lost incomes. Since Sweden became a member of the European Union(EU) in 1995, it is expected that there will be some changes in the labor market policy to adjust to EU` s pooling programs. It is believed that the Swedish labor market policy suggests a good example to reform the Korean labor market policy in the future.
