This study is to examine the organizational property through expenditure budget analysis of Local Governments. To accomplish the purpose of this study, I was apply to the bureau shaping model. Types of budget in the Bureau shaping model are divided core budget, bureau budget, program budget and super-program budget A core budget consists of those expenditures which are spent directly on its own operations. The bureau budget includes all the core budget items above, plus any monies which the agency pays out to the private sector A program budget includes its bureau budget, plus any monies which the agency passes on to other public sector bodies for them to spend, finally, the super-program budget consists of the agency`s program budget plus any spending by other bureaus from their own resources, over which the agency none the less either exercises some policy responsibilities, or which it can limit or expand in planning terms, or for which it can wholly or partially claim political credit. Also, Types of function in the Bureau shaping model are divided delivery function, regulatory function, transfer function, contracts function, control function taxing function, trading function, and servicing function. Applying the bureau shaping model of Patrick Dunleavy, I find substantive validity for the bureau shaping strategy in Korean local governments. However, the degree of changes was not enough to strongly test the hypotheses of the bureau shaping model. The explanatory power of the bureau-shaping model Is anticipated to be greater in the future.
