This study examines the functions and management status of public institutions in Seoul. Through this, we will make a policy proposal for improving the management evaluation system and management system desirable from a comprehensive perspective.
The core research contents are as follows. First, we will understand the concepts and types of public institutions in local government through literature review. And we reviewed management and problems through multi-dimensional analysis of management evaluation system. Finally, this study suggests ways to improve the management evaluation system of public institutions in Seoul and detailed policy recommendations.
It can summarize the problems of management evaluation system of public institutions in Seoul as follows. First, the current management evaluation system is designed to induce competition among individual public institutions. Second, the current evaluation does not consider publicity as an efficiency-based evaluation. Third, the evaluation was designed to control the institution without ensuring the autonomy of the institution. Fourth. The current evaluation system is based on short-term performance rather than long-term performance.
In conclusion this study suggests four policy directions and detailed policy proposals to improve the management evaluation system. First, it is necessary to convert the core policy of the local government’s public institutions into a system capable of competing and to transfer the evaluation authority. Second, it needs to be transformed into a public-based evaluation system. Third, institutional improvement is needed to strengthen autonomy and accountability of institutions. Fourth, it is necessary to transition to a long-term evaluation based on characteristics of public institutions.
