Examined in this article is the Agreed Minutes of the ROK-US Mutual Defense Treaty signed in November 1954. How it was negotiated, behind what kind of background, and why it was revised twice in 1955 and 1958 during the Rhee Seung-man administration, are all examined here.
Previous studies considered the ROK-US Mutual Defense Treaty as a product of the Korean war as well as the very foundation of the Korean-U.S. alliance. And the Agreed Minutes, which was a ‘condition’ to put the treaty in effect as well as a ‘Protocol’ for the treaty in general, has been considered as what granted the Commander of the U.N. forces to take control of the ROK army in times of war.
But there were also some other important details in the Agreed Minutes, and they were essentially U.S. ‘promises’ made to Korea. Economic issues (such as exchange rates) were mentioned in Supplement A, while military issues (like the size of the Korean army) were referred to in Supplement B. Only the contents of Supplement A, which was disclosed to the public at the time, have been well known to scholars, yet contents of Supplement B -which was not disclosed at the time- have never been sufficiently examined or even known to the public. The fact that both Supplements A and B were revised in 1955 and 1958 respectively-after years of discussions and debates made between both countries- also never received proper attentions by scholars at all.
So, in this article the process that originated with the signing of the Minutes in 1954, and culminated in the revision of it in 1955 and 1958, is examined with the objective to achieve an understanding of the nature of the U.S. relief program for Korea in the 1950s, and why it was modified later on. This is an attempt to understand what kind of changes the Korea-U.S. alliance -which is generally believed to have been sealed with the ROK treaty in 1953 and the Minutes in 1954- actually went through over the years.
