The objective of this study is to analyze the recent North Korea’s strategies to South Korea and to draw South Korea’s counter-strategies. This study examines how the recent strategic circumstances of the Korean Peninsula affect North Korea’s strategies to South Korea based on the North Korea’s normal and basic anti-ROK strategic line and thus comes up with the hereafter prospect of strategies and effective counter-plans. The interpretative approach is used to investigate related documents and analyze North Korea’s behaviour patters on domestic and foreign political affairs. The findings of the study reveal that North Korea pursued thorough niche strategies using conflict structures and show that North Korea considers consistent development of nuclear weapons＞a nuclear freeze＞nuclear renunciation for its hereafter strategies. Moon Jae-in government should consider the following strategic approaches: 1) The strategy that can change the Kim jong-un and Trump formation to Kim jong-un, Moon Jae-in, and Trump formation is required; 2) National unification should be accomplished through overcoming the current South Korea’s political situations; 3) South Korean needs to prepare for the outbreak of war; and 4) South Korea should be able to suppress the two levels of Korean passing.
