The purpose of this study is to compare and analyze the rules on e-commerce being discussed by international organizations and to suggest how we should cope with them. The study is composed of five Sections. Section 1 of this study, foreword, indicates the purpose and scope of the study. Section 2 attempts to make an analysis of the trend for enactment of rules on e-commerce by WTO, UNCITRAL, OECD, WIPO and APEC. Section 3, for its part, covers six major items to be settled for establishment of the basis of the relevant rules at international bodies, such as tax/import duties, e-signature and its certification, consumer protection, protection of personal information and intellectual property rights, security measures and use of code, and dispute settlement/jurisdiction. Section 4 suggests methods of coping with ongoing movements concerning enactment of rules on e-commerce(B2B and B2C).Section 5 covers the conclusion. Such rules should be developed with an eye to protecting consumers and guaranteeing individual countries’ national security and the principle of a free market economy. Relevant laws and regulations should 민o be overhauled on the government level in order to encourage the spreading of e-Commerce. After all, the formulation of international rules concerning e-Commerce such as taxes or import/export duties is required at this stage of development of e-Commerce, and the enactment of relevant laws is required on a domestic level to keep the undesirable side effects of e-Commerce in check.
