Many theories have been suggested concerning the period which followed Goguryeo king Jangsu-wang’s southern campaign in 475. The main section of Samguk Sagi, the Geography section of the same book, and archaeological findings from South Korean vestiges all say different things to begin with. Examined in this article are all those various opinions colliding with each other over how to interpret the 475 campaign records, Goguryeo’s external situation at the time, and what was the actual perimeter of the Goguryeo dynasty’ southern border. Examination shows that the Western perimeter of Goguryeo’s southern border was the north part of the Anseong-cheon stream, while the eastern perimeter was today’s Chungju, where the Chungju Goguryeo monument is, as well as the Juk-ryeong and Gye’rib-ryeong mountain ranges.
Whether Goguryeo ruled the southern region with the Gun/Hyeon-je administration as mentioned in Samguk Sagi ’s geography section, or only controlled strategically important traffic junctures, has been a mystery for quite some time. Examination of all the Dae-wi(大位) and Je-wi(諸位) figures recorded on the Chungju Goguryeo monument revealed them as influential figures of the Southern regions at the time, and that they were under control of Goguryeo local authorities. From that we can see the Goguryeo government’s control of the Southern region in the 5<SUP>th</SUP> century was enabled by all the “Susa(magistrates)” figures who were living in the existing Baekje fortresses, local prefects dispatched from the central, and indigenous factions under control of those local prefects.
