This study sets out to analyze the institutional characteristics of local government development cooperation projects from the perspective of governance. The cases of Seoul City, Gyeonggi Province, and Busan City, which have different forms of municipal ordinances supporting development cooperation projects, were examined. The study analyzed and categorized differences in the partnership between these local governments and private sector shown in development cooperation projects performance. A partnership consisted of participation, autonomy, fund sharing, and responsibility. This categorization is meaningful in that it explores a way for local governments to efficiently pursue a development cooperation projects via a public-private partnership under sustainable development goals (SDGs).
According to the analysis, Seoul City was characteristically government-led where the participation of private sector institutions is relatively limited throughout the process of performing a development cooperation projects. Gyeonggi Province showed strong characteristics of private-sector cooperation, where the participation of private sector institutions is practically ensured. Busan City showed mixed characteristics where an international exchange foundation, which is under supervision by the government despite being a private-sector institution, leads a projects. Accordingly, from the perspective of governance, Gyeonggi Province can be evaluated as an exemplary model performing a local government development cooperation projects in the future.
