Tourists’ decision-making process is complicated and full of risky and uncertain. Besides motivational factors constrain factors are also crucial for researchers and practitioners to understand tourists’ decision-making process and counteract the negative impacts from these constrain factors. Environmental pollution as one of constrain factors to affect tourists’ decision-making process has been increasing dramatically in China recently. China’s inbound tourism is facing with serious challenges because the severity of air pollution was broadcasted around the world. Based on the Theory of Planned Behavior, “mass media impact” was integrated to construct the research model in this study. An on-site survey was conducted among 550 international visitors to Beijing. Data analysis was carried out using SPSS21.0 statistical software and R statistical technique. Frequency analysis, factor analysis and structural equation modeling were used to explain and predict the behavior intentions of international visitors to Beijing. Results revealed that attitude, subjective norm and perceived behavior control significantly positively affected behavior intention; mass media impact has a significant and negative impact on behavior intention; and subjective norm has a positive and significant impact on attitude. Finally, based on the analysis results, the reasons for the decline of Beijing"s inbound tourism were discussed, the limitation of this research and future research directions were also put forward.
