The purpose of this study was to understand the general situations for the effective policy implementation related to reducing leisure constraints and enhancing life satisfaction of middle-aged men at the time of enforcement for the ‘Basic Law of Leisure’(Yeogagibonbeop). This study was performed to understand the conditions to be successful leisure policy for middle-aged men due to the implementation of ‘the Basic Law of Leisure’ to the personal realm by central government and local government’s interventions. Total six leisure Policy experts were participated, and data were collected and analyzed by in-depth interview through the grounded theory among the qualitative research methods. 115 concepts, 13 sub-categories, and 6 categories were derived for ‘open coding’, ‘axial coding’, and ‘selective coding’. According to categorization, main phenomenon as ‘enforcing leisure policy for middle-aged men’ is affected by the leisure constraints of middle-aged men(causal conditions) and the current domestic leisure situation(situational context). The endemic social problems in leisure participation(intervening condition) gets in the way in leisure policy enforcement. However, success and failure of leisure policy for middle-aged men depends on the efforts of local governments(action/ interaction strategies). At this point of implementing the Basic Law of Leisure, this study suggests that politic efforts of community and local government are considerably important.
