A child-friendly budget system aims to guarantee children’s rights substantially. In order to firmly establish a child-friendly city, the Seoul metropolitan government is required to conduct a child-friendly budgeting, a child impact assessment, and a comprehensive survey on the situation of children. The child-friendly budgeting is a key factor of defining an intimacy between children and a government.
The child-friendly budget system may appear to have the appearance of a system, but it does not work properly for its original purpose. This system has not deviated significantly from the level of collecting and presenting child-related budgets. Most of autonomous districts in Seoul draw up child-friendly budgetary documents at the level of collecting the budget status of child-related policies and classifying it into the four principles of child rights published by UNICEF.
This study suggests an organic process that can solve the problem described above. The process makes the child-friendly budget system work properly and achieve its original purpose. Our approach is as follows. First, we review existing child-friendly budgets. Second, the overall budget status of Seoul is reviewed because the child-friendly budgets are basically based on the budget compiled by the Seoul metropolitan government. We analyze the proportion of child-friendly budgets in the overall budget. We go over both budget policies and non-budget policies of Seoul, and then focus on the scale and proportion of the budget policies directly and indirectly related to children. Third, we secure the expertise and objectivity for the establishment of the child-friendly budgets with professional advice by subject.
The child-friendly budget system consists of two parts: monitoring budgets compiled by Seoul and drawing up child-friendly budgetary documents. We define the subject and procedure of the system. Finally, we propose a policy agenda to ensure the effectiveness of the system, forcing the administrative process and emphasizing the importance of forming social consensus.
