This study aims to examine the current conditions of gender cognitive policies in Seoul metropolitan city and propose the long-term strategies to enhance the gender cognitive policies, especially the gender mainstreaming policies such as gender impact assessment, gender budget, gender cognitive training, and gender statistics, based on the policy needs of the civil servants. Research methods include the reviews of theories of gender mainstreaming policies, the survey on the opinions of the civil servants in charge of gender policies, which covers 322 persons(team leaders of 92 and assistant directors of 230), and the additional in-depth interviews to ascertain the vague facts.
As the results, the participants of the survey have a tendency to understand the importance of the gender policies in Seoul government, even though they don’t think there is relevant to their own work with the gender issues. There are near 30% of the participants who have the experience to work with the gender perspective(35.9% of team leaders and 30.4% of assistant directors), and lots of the participants point out the vagueness of the outcome evaluation as the main difficulty in practicing the gender mainstreaming policies(31.6% in the gender impact assessment, 37.5% in the gender budget).
The frequencies of the most needed plan to promote the gender mainstreaming system are as follows; enhancing the implement system for gender policies(19.3%), offering the practical manuals for the persons in charge of gender policies(16.8%), spreading consensus in the organizations(15.5%), supporting of the team leader(13.7%), and so on. And team leaders among the participants think the most needed as follows; extending the gender cognitive training programs(31.5%), enhancing the role of the gender equality committee(13.0%), enhancing the implement system for gender policies(10.9%), and so forth.
The above findings result in the need of the enhancement of the civil servants as a facilitator, the supply for the guidelines based on the features of each practical subjects, and the consistent management of the key administrative division of gender mainstreaming policies.
After the in-depth interviews, it is suggested to solve the problem of indifference or rejections against the gender mainstreaming policies among the civil servants, to design the gender mainstreaming practice system in detail, and to improve the consciousness beyond the skepticism about the gender mainstreaming policies.
In conclusion, it is recommended to strengthen the role and the competence of the civil servants in charge of gender policies, to centralize the function of the key administrative division as a control tower, and to search for the way to enhance the linkage between the gender mainstreaming policies. And the above suggestions should work on until the year 2022 to develop the gender mainstreaming policies consistently.
