The emergence of the market state in Thailand was concerned with the process of strenthening the dual function of capitalists replacing the dual function of the military elites who had looked upon themselves as a champion of security politics. In other words, the military's assurance of two functions of national security and sociopolitical developments were replaced by the dual function of the capitalists being sure of simultaneous implementation of private and state management, which is related with a sort of distinctive phenomenon of the emergent market state in Thailand. In particular, democracy of 'ruling class ruling' was at the height of its influences under the Thaksin regime, and was rapidly driven into catastrophe at the same period. In other words, the Thai Constitution of 1997 did not contribute to governance reform at all but strengthened the dual function of the capital, even further invited military coup. In sum, Thai case imply that democracy of 'ruling class ruling' and the market state which have an affinity with economic liberalization could be demolished in the case that the liberal governance including monopoly regulation, transparency, fairness, and rule observation will not be institutionalized.
