Since 1995, the international relief assistance to North Korea. The international community has continued its efforts to assist North Korea from the various perspectives like humanitarian, nationalistic, and religious one. Therefore, there have been different goals and modalities of assistance to North Korea. As a practical mater, it is very difficult to precisely estimate the impact of international assistance on North Korean society because, to date, North Korea has not allowed reliable socio- economic data on the use of humanitarian aid to be collected. Therefore, a systematic study on the impact of international assistance on North Korean society has not yet been tried.Compared with other complex emer-gencies, North Korea has surprisingly maintained a stable government to manage the international aid during its humanitarian crisis. Recently, the North Korean government strongly requested the international comunity to change the mode of assistance to North Korea from emergency reliefs to development works. In this paper, I would like to measure and analyze the effectivity of emergency relief and development overtures in North Korea made by intergovernmental agencies and non- governmental organizations. Based on the analysis of effectiveness, policy directions for the development aid to North Korea would be suggested.
