This paper examines several elements that we should arrange prior to using U.S.’s Capabilities-Based Planning(CBP) as a new Force Planning Methodology(FPM) of the RoK Armed Forces. This might help minimize the unnecessary confusion over ‘Requirements Proposal and Determination,’ which might be caused by the induction of the CBP, among the Ministry of National Defense, Joint Chiefs of Staff, and Each Services. The offered elements are to, first, reestablish strategy-based document systems, second, enhance joint analysis capability of the Joint Chiefs of Staff, third, set up clear priority on the role and mission of the armed forces against various threats, fourth, build epistemological base for planning concept development and understanding, fifth, build the infrastructure of the Technology Readiness Levels(TRLs), sixth, use the high-tech evaluation methods, seventh, reinforce R&D capability base of ADD and defense industries. These are essential elements in advancing through the transitional process of integrating CBP with an empirical reality of the RoK Armed Forces.
