New services and business patterns gradually break down a boundary between current communication, broadcasting, and through expand fusion services activate communications, networks on broadcastings, contents, services, terminals. However, it is not easy to define and regulate new system and business under the current "communication law" which is separated electronic-communication law and broadcast law. In other words, business characteristic loss on their industry is happens because it's hard to regulate both communication field and broadcasting field which make them can not obtain a legal basis or duplex regulation. If communication and broadcasting are merged, it will be better to regulate by a law which is unified, but there is an alternative which is created a temporary law for the new merged service in a short term. Therefore, it will be more effective way to create a law which is unified after govern a temporary law for the new merged service in a short term. At this point, we'd like to present "The Information Media Business Law" which separately regulate a boundary zones of the current telecommunication business, broadcasting law and the communication broadcasting.
