The important goal of science education is to develop scientific literacy for solving everyday problems. As biotechnology develops rapidly, value judgment about bioethics issues is becoming prominent. In this study, we developed a set of bioethics norm cards to make a reference in dealing with bioethics issues, in high school context. Bioethics course program was implemented during 4 class periods: One for understanding relevant science concepts and the others for decision making about three issues including abortion, human embryonic reproduction, and organ transplant. To investigate the effectiveness of the program, value judgment test, scientific concept test, and science- related attitude test were carried out through the preliminary and post inspection. This study has found that the students which used the norm cards achieved higher scores in value judgement test, scientific concept test, and science-related attitude test. Futhermore, experimental class students judged with more various norms and considered more about their family and relative persons. Therefore, bioethics course program using bioethics norm cards made a positive effect on the achievement in value judgement ability.
