Fourth generation (4G) wireless networks are evolving towards all-IP, and accordingly they face the fundamental problem of overhead for mobility management. To reduce the overhead of layer 3 (e.g., mobile IP) handoff, we consider a subnet-based network where each access router (AR) covers an area over hundreds of access points (APs) in a subnet and layer 2 handoff is used within the subnet. In such a network, although layer 3 handoff can be performed when a mobile node (MN) moves to another subnet, the MN will still suffer a long delay during the layer 3 handoff. To provide smooth layer 3 handoff, we deploy some dual-linked APs that are connected to two neighboring ARs. Using additional link connections at the APs located between two AR regions, our proposed method can smoothly decouple layer 2 and 3 handoff operations. During the layer 3 handoff, either the old or corresponding new AR forwards packets destined for the MN through the same AP, so the MN experiences low latency and low packet loss. Through simple analysis, we compare our proposed mechanism with the conventional approach in terms of latency.
