USA goes ahead in the various programs of criminal victim protection. Actually the State of California enacted the compensation program for victims in the third order all over the world in 1966. And USA made The Victim and Witness Protection Act(VWPA) considered as Victim's Bill of Right in 1982. But the Victim Protection Program of USA has some items to be improved in order to ensure its effective management. First, the realization of cause and goal of the Victim Protection Program is to be improved through the active advertisement and enlightenment of it. Second, the range of criminal victims for compensation and protection is needed to enlarged from existing serious victim level even to the various and moderate victim level. Third, financial amount of compensation is required to rise to match with the actual economic level. Fourth, the professional manpower that can help and serve the group of criminal victims should be increased.
