Gas cooperation projects related to the two Koreas and Russia are being actively carried out based on ‘New Norther Policy’ under Moon Jae-in administration since his inauguration in May 2017. As is well known, however, the project to link gas pipelines among the three countries has not produced any tangible and substantial results as of the second half of 2019 due to the absence of ‘North Korea risk’ management. Therefore, above all, the three-way gas cooperation project among the South, the North and Russia should be preceded by a similar precedent of how to manage and successfully proceed with the passing country ‘North Korea risk’. The main purpose of this paper is to analyze what policy implications and lessons the gas trade between the Soviet Union and West Germany during the Cold War can provide to the Korean government under Moon Jae-in about the promotion and success of the three-way gas cooperation project among South and North Korea and Russia. For this purpose, first of all, in this paper a concrete analysis of the background and stability of gas trade between the Soviet Union and West Germany during the Cold War era was made. And, in this paper, the analysis of risk factors for the three-way gas project in South, North, and Russia was carried out systematically and multidisciplinary. The implications of the case of gas trade between the Soviet Union and West Germany during the Cold War for the Korean government boils down to the question of “trust” toward the other side. Therefore, in this paper, we tried to examine in detail how the two sides built trust in the gas cooperation project between the Soviet Union and West Germany.
