The rapid growth of the number of one-person households in South Korea has led such households to account for 30 percent of all households in Seoul today. The majority of one-person households, however, are struggling amid a serious housing crisis. Although such individuals wish to continue living alone, they also desire to be part of a community. Having recently become popular, community housing is expected to cater to one-person households’ need for both intimacy and stable housing. With the rise of one-person households in Korea, more and more people are also attempting to create diverse forms of alternative communities, going beyond traditional family forms based on marriage and blood relations. Based upon an survey and focus group interviews with members of one-person households residing in community housing, this study identifies the experiences and needs of such individuals, and explores what policy support Seoul Metropolitan Government should provide to realize the communities of friendship and care they desire. This study proposes increasing the tenants of community housing and raising public awareness of such arrangements, energizing community programs, and fostering environments conducive to community housing as measures to realize a new housing policy that reflects the diversity of family and is capable of achieving relationship-oriented housing welfare for citizens.
