This paper examines development and implementation of China's policy towards the Koreans in China and the adaptation of the Koreans to this policy. It traces the implementation of the 'state nationalism' of China in the case of the Korean minority and the ethnic nationalism of the Korean minority.
Part 1 examines statistics and an alternative approach to an analysis of China's policy towards ethnic minorities.
Part 2 looks at historical factors regarding Koreans in China. This part provides a background analysis of the historical linkage between Koreans and Chinese, at the embryonic stages of the Party's policy. It explains how China's policy towards the Koreans has been historically rooted. It also analyses the development of the Party's policy after the communists took power in Yanbian between 1945 and 1957. This period is crucial to an understanding of the principles of the Party's policy towards the Koreans. This part also examines debates among Korean intellectuals about the ways in which Koreans had to adapt to the Party's policy during that period.
Part 3 deals with the period of forced assimilation and turmoil of the Koreans in China. This part describes ways in which the party's nationality policy affected the Koreans in China from 1957 to the Cultural Revolution (1966-76). Furthermore, this part shows how Chinese nationalism destroyed local autonomy.
Part 4 attempts to include recent developments after the Party opened doors to foreign countries. The post-Mao period heralded a new relationship between the Party and the Koreans. Furthermore, when China opened up foreign relations with South Korea, the ethnic life of the Koreans in China changed rapidly. This part also includes how interaction between the Koreans in China and the South Koreans has resulted in tension in Yanbian.
In conclusion, this article attempts to illustrate the Party's achievement in consolidating power in Yanbian and the consequent destruction of Korean society in China. Throughout history, the Chinese Government has known how to deal with the Koreans in China. The Koreans, in turn, have learnt to adapt to Chinese society.
