(연구배경 및 목적) 인간 중심 디자인의 중요성이 증대되고, 고령화, 세계화, 정보화, 다양화 등 사회 환경 변화의 대응을 위한 사회적 필요성이 결합되어 유니버설디자인 정책이 활성화되고 있다. 이러한 상황 속에서 유니버설디자인의 정책과 사업에서 발생되는 문제를 더 나은 방법으로 해결하기 위해서는 평가의 과정이 매우 중요하다. 그리고 유니버설디자인이 사회 전반으로 확산되기 위해서는 접근성과 편의성 개선을 위한 물리적 측면의 양적 성과만을 위한 평가방식을 벗어나 개인 삶의 질과 사회적 가치 향상이라는 질적인 측면의 만족도를 판단할 수 있는 종합적이고 전략적인 평가로 변화해야 한다. 본 연구는 유니버설디자인 정책과 연구 현황을 분석해봄으로써 유니버설디자인 평가가 어떻게 이루어지고 있으며, 평가의 개선 방향은 무엇인지를 파악해 보는 것을 목적으로 한다. (연구방법) 유니버설디자인 평가의 현황을 살펴보기 위해 법률, 조례, 가이드라인 등 제도의 주요 수단과 연구논문을 바탕으로 유니버설디자인의 평가 현황을 파악하였다. 다음으로 타 분야에서 활용되고 있는 평가체계의 사례 분석을 통해 유니버설디자인 평가에 활용할 수 있는 시사점을 도출하였다. 결론으로 평가 현황의 분석결과와 타 사례의 시사점을 통하여 현재의 유니버설디자인 평가의 문제점을 파악하고, 평가를 활성화하기 위한 개선 방향을 제시하였다. (결과) 평가의 근거, 목적, 기준, 단계를 중심으로 유니버설디자인 평가의 개선 방향을 다음과 같이 제시하였다. 첫째, 유니버설디자인의 개념과 대상을 명확히 하고 적용 및 평가에 관한 기반 확립을 위하여 유니버설디자인 법률이 마련되어야 한다. 둘째, 유니버설디자인이 물리적 개선에만 치중되지 않도록 여러 이해관계자의 참여와 소프트웨어 및 휴먼웨어의 영역을 포함하고, 평가 결과를 다양하게 활용함으로써 평가의 역할과 목적을 확장하여야 한다. 셋째, 사회적 가치를 판단할 수 있는 평가지표와 이러한 가치 중심의 지표를 평가할 수 있는 정성적 차원의 방법도 평가기준에 추가되어야 한다. 마지막으로 결과물 중심의 평가를 벗어나 계획, 과정, 결과의 각 단계에서 평가를 활용하는 종합적인 관점의 평가 프로세스가 마련되어야 한다. (결론) 유니버설디자인이 사회적 약자를 위해 물리적 장애물을 제거하는 수단을 넘어 개인의 삶의 질과 사회적 가치를 향상하는 디자인으로 확산되기 위해서는 평가가 매우 중요하다. 국내의 유니버설디자인 실정을 고려한 종합적이고 체계적인 평가체계를 개발하여 디자인 분야뿐만 아니라 복지, 교통, 보행, 안전, 문화, 교육 등 다양한 정책과 연계하여 활용한다면 유니버설디자인의 가치는 더욱 확산될 것으로 기대된다.

(Background and Purpose) The importance of human-centered design is increasing, and the universal design policy is being activated by combining social necessity to cope with changes in social environment such as aging, globalization, informatization, diversification. In this situation, the evaluation process is important to solve the problems arising from universal design policy and business in a better way. In order to spread universal design throughout society, It should be changed to a comprehensive and strategic evaluation that can judge the satisfaction of the qualitative aspects of personal quality of life and social value beyond the quantitative performance of physical aspects for improving accessibility and convenience. The purpose of this study is to find out how universal design evaluation is being done and what is the direction of improvement by analyzing universal design policy and research status. (Method) In order to examine the current status of universal design evaluation, the evaluation status of universal design was grasped based on the main means and research papers of such as laws, regulations, and guidelines. Next, through the case analysis of the evaluation system used in other fields, the implications for the universal design evaluation were drawn. In conclusion, through the analysis results of the evaluation status and through the implications of other case, the problems of the current universal design evaluation were identified and the improvement directions for activating the evaluation were suggested. (Results) The directions for improvement of the universal design evaluation are presented as follows, focusing on the grounds, purpose, criteria, and stage of evaluation. First, a universal design law should be established to clarify the concept and object of universal design and to establish a foundation for application and evaluation. Second, the role and purpose of evaluation should be expanded by including various stakeholder involvement, software and humanware, and using the evaluation results in a variety of ways so that universal design does not focus solely on physical improvement. Third, assessment indexes reflecting social values and qualitative methods for determining these value-oriented indicators should also be added to the assessment criteria. Finally, a comprehensive evaluation process should be in place that uses evaluation in the planning, process, outcome stages beyond the results-based assessment. (Conclusions) Evaluation is important in order for universal design to spread beyond the means of removing physical obstacles for the socially weak and to be designed to improve the quality of life and social value of individuals. The value of universal design is expected to spread further if a comprehensive and systematic evaluation system is developed considering the actual condition of universal design in Korea and utilized in conjunction with various policies such as welfare, transportation, walking, safety, culture, education as well as the field of design.
