The Joseon dynasty tried to expand its influence over to the peninsula’s Northern regions from the dynasty’s very beginning. As part of its efforts, Joseon also encouraged the chiefs of Jurchen tribes in the region and Jurchen people under their command to surrender(“Naejo, 來朝”) to Joseon, and even become semi-citizens of Joseon(“Hyang’hwa, 向化”). Throughout the reigns of Kings Sejong and Sejo, the size of the Jurchen population who chose that path grew exponentially. And they came to serve an important role in Joseon’s Northern policy.
However, although their service was required and appreciated, the Jurchen people who were granted the status as a Joseon citizen with equal footing as the rest of the Joseon population were extremely few. Even after fully surrendering to the Joseon government, they were still living lives as outsiders, literally marginalized from the Joseon society. They were treated relatively well, proportionately to the functions they served when such service was needed by the Joseon authorities, but as international situations started to change their role was also reduced, and their lives grew increasingly difficult as well.
These Semi-naturalized Jurchen people were essentially outsiders who were only accepted by the Joseon dynasty and government in the wake of its early operations. Their lives themselves vividly show us how a state could embrace external elements to fulfill their needs and how that state could also change its face and the way they treat them afterwards. The fact that Joseon never fairly treated the very people they invited out of its own needs should be found useful in today’s efforts reviewing the very issue of diaspora.
