This paper demonstrates the phenomenon of modern stage art moving from the expert area to the non-expert area. Traditional Korean music experts recently say that themselves are in a tight squeeze. However, traditional art performances can bee seen frequently in cities, downtowns, festivals and so on. Then why are experts short of money? Who performs traditional art in the cities? We may think those who perform traditional art are the experts, opposed to the reality that most of them are the non-experts. This happened due to the support in the public domain for amateur art activities provided by 'cultural welfare' as a major government policy in 1996. Nowadays experts and non-experts are mingled by non-experts joining the experts' area, such as public facilities, international(or local) events, festivals. As the number of non-experts' performances is higher than the number of high-quality performances by experts, those who enjoy them as a general audience make a general judgment that most of the performances are not in high quality. This will lead to a slowdown in the artistic perception and sensibility of the audiences. Ultimately, professionals' highly trained and high-quality artistic sensitivity will also lead to degeneration.
