This study reveals that the Bundeswehr command structure has changed by reflecting its role and the situation of the times during the Cold War, after German Reunification and the suspension of the conscription system. This paper analyzes the Bundeswehr directives and various documents to examine the transition of the Bundeswehr upper command structure and provides beneficial implications for the military confronting the enemy, preparing for unification, and pursuing international activities such as dispatch and humanitarian assistance.
The Bundeswehr, which has grown rapidly in quantity since its inception, laid the foundation for the upper command structure through the Blankeneser Directive in 1970. For the first time, the responsibilities of the Inspector General were specified. The modern missions of the Bundeswehr after German Reunification, as well as the advent of new organizations, strongly demanded a change in the upper command structure of the Bundeswehr. Against this background, the Berliner Directive, promulgated in 2005, sought to expand the roles of the Inspector General. After the suspension of the conscription system, the size of the Bundeswehr has been reduced. In 2012, the Dresnder Directive gave the Inspector General more authority, including the operational command. Now, the Bundeswehr has become smaller, but was transformed into the most efficient armed forces. Finally, This paper shows that the relationship between the Minister of Defense, the Inspector General, and the Inspector of Army·Navy·Air Force can be established in various ways depending on changes in the environment.
