Since 2000, as the role of the public library has changed from the functional library-book center to the cultural community-information center, the area ratio of book stacks in reading rooms of the public library also has changed. The development of Internet, e-book and digital information has reduced the importance of space for physical books. Relatively comfortable and pleasant reading space has become important. The paper examines the area ratio of book stacks of the seven domestic public libraries after 2000 years. The average area ratio is 43% which almost conforms to the standard guideline from the manual book by the ministry of culture, sports and tourism. For the comparison, the paper analyzes the ratio of the three foreign public libraries in London. The average ratio of them is 27% which is very lower than the domestic libraries. It is understood that the foreign libraries offer less room for book stacks and therefore they offer more comfortable reading space compared to the domestic. In addition, the higher 6-tier book stacks with the rigid form of layout are placed in all domestic cases, whilst the lower 4-tier book stacks with the curvilinear or diagonal form are in London.
