This paper aims at finding out the influence of Chinese Government’s Policy for developing the teams of social work professionals on social workers of the community service stations. For the purpose, characteristics of the urban residents’ autonomous committee and the community service stations, and process and background of Chinese Government’s Policy for developing the teams of social work professionals were analyzed, and prospects and issues of social workers of the community service stations were reviewed. The results are as follows; Chinese Government wants to reenforce socialism and harmonious society through the policy for developing the teams of social work professionals and then arranging them as social management(or control) agents. It is very sure that the policy would not only enlarge social workers’ jobs including social workers of the community service stations, but also improve their salaries and status. At the same time, Chinese people’s recognition of social workers as well as quality of social services would be improved. However, in spite of the reforms, for example increasing the community service stations and strengthening the function of social welfare, many problems such as over administrative-centered characteristics, low solidarity and belonging consciousness of residents, lack of professionalism, and one side initiative of government are not resolved yet. In order to overcome these problems, more NGO social welfare institutions are the best practical alternative.
