ROK military service system has adopted a conscription system since the establishment of the military, the military service system has been maintained or evolved in a path dependence without sudden changes. This study examines changes in the form of military service by each government since the Roh Moo-hyun administration to analyze path dependence, a type of historical institutionalism that policy decisions and results are formed in the historically established institutional context. As a result, legitimacy and learning effects acted as factors inducing path dependence, showing self-reinforcing sequence that continuously maintains or reproduces a similar system. However. path dependence is destroyed if there is an external shock that causes sudden changes in the system, such as population decline or unification. So it is necessary to predict such external shocks and prepare in advance for policy to minimize wasteful debates.
