The Eun’rye(恩例) practice in Goryeo was for people who could no longer apply for the government’s civil examination. Once an Eun’rye bestowal was approved for an individual, that individual –upon receiving such bestowal-would be granted the status of Talma(脫麻), which meant earning the title of Eunsa Chulshin(恩賜出身), and becoming eligible for a governmental post to which the person in question may by assigned in the future. Gaining the title of Eunsa Chulshin did not have quite the same effect of successfully passing the civil exam, but their names were listed in the Bangbang(放榜) Edict as well, and they could explore a future in the government as mentioned before.
Examples of these Eun’rye practices can be found from the reign of King Mokjong(穆宗, r.997~1009), but it does not seem like it ever became a regular practice. Depending on the intentions of the sitting king, Eun’rye was practiced irregularly, and the number of people selected for the privilege does seem random, with no apparent relevance to the chosen ones’ nature or anything. This suggests that the practice itself would have been totally at mercy of the Kings themselves.
Known examples of Eun’rye seem to have been announced mostly along with general pardons that coincided with either the enthronement of the King or the appointment of the Crown prince. It means that the practice’s primary function was to show the public their leaders’ benevolent nature. Meanwhile, there is no known example of an individual who received an Eunsa ever ascending to a governmental post. In Goryeo, there was already a path to governmental service other than the civil exam, which was Eumseo(蔭敍), and that practice allowed people to receive a governmental post –albeit a low-ranking one- at a fairly young age. On the other hand, Eunsa was provided to mostly old people, so in design the practice was never to produce a wide range of official candidates. The Eun’rye practice of Goryeo should be regarded as a benevolent gesture of the king. Even the practice’s irregular tendency highlights such nature.
