Yeoncheon Business & Industry Complex (BIX) is the second BIX as a new brand for industrial complexes in Gyeonggi Province and co-managed by Yeoncheon County and Gyeonggi Housing and Urban Development Corporation (GH). It will work as a new foundation and regional hub for economic development in the Northern Gyeonggi Area along with other newly constructed industrial complexes in Dongducheon and Yangju. In particular, Yeoncheon BIX is distinguished from other industrial complexes with its specialization in the green biotechnology industry. As the region is famous for the UNESCO Biosphere Reserve and Global Geopark, its clean environment will be well-connected to the environment-friendly agro-food industry.
In order to promote the green biotechnology industry in the region, this research first defined green biotechnology by dissecting biotechnology into green, red, and white biotechnologies. The green one is related to agriculture and food and scalable to new markets including alternative protein, seeds, health functional food, and medical nutrition food. Implications from other industrial complexes specialized in the agro-food industry in Iksan, Sunchang, Gurye, and Geosan were also critically considered. As each complex takes a different phase in its history, lessons from them should be applied at the appropriate stages of Yeoncheon BIX. A closer investigation on the agro-food industry in Yeoncheon and its neighboring regions bolstered that a new industrial complex is necessary for increasing externalities from agglomeration.
Policy suggestions for promoting the green biotechnology industry in Yeoncheon BIX are three folds: First, it should concentrate on the industry, so it would not repeat the mistakes of other predecessors. Second, supporting strategies should be more accommodated with consideration for the characteristics of the green biotechnology industry. Third, it should provide a new lifestyle, balanced regional development, and regional resilience to improve the sustainability of Yeoncheon BIX and the regional industrial ecosystem.
