Gyeonggi-do is unlikely to experience a sudden impact of the transition to carbon neutrality due to its low carbon-intensive industrial structure. However, as the proportion of small and medium-sized enterprises with a relatively high cost burden from the transition is high, the impact on the local economy and employment may be greater. Gyeonggi-do"s just transition strategy needs to deal with fostering and supporting low-carbon green industries by utilizing the potential of green innovation capabilities. In this study, 10 industries vulnerable to carbon neutral regulation were selected and regions with high vulnerability were identified.
The result of focus group interviews(FGI) shows that the awareness of just transition is very low, and the discussion has not yet started as just transition is not an issue at the Gyeonggi-do level. The automobile industry was commonly cited as the most urgent area for a just transition.
Based on the analysis of Gyeonggi-do’s current status and conditions, 10 tasks to be prioritized by Gyeonggi-do for a just transition were derived. Here are just a few of these to mention : establishing a social dialogue system for a just transition, signing a tripartie agreement and launching a forum for future car transition, creating financial resources, institutional foundation, a basic plan for a just transition, supporting local governments, and spreading awareness of just transition and strengthening local community capacity.
It is recommended that Gyeonggi-do builds a platform for just transition to support stakeholder participation and policy establishment and implementation. ‘Gyeonggi-do Just Transition Special Committee’ needs to be established as a window for social dialogue and a policy control tower within the Gyeonggi 2050 Carbon Neutrality and Green Growth Committee.
