The primary goal of this article is to empirically examine what factors drive local governments to more actively implement growth management policy. To answer this research question, this study chose Florida counties, where local governments?counties and cities?voluntarily implement growth management policy. That indicates that a wide variation in growth management policy implementation appears among Florida’s local governments. Namely, some counties in Florida more actively implement growth management policy while others less actively do. Utilizing a statistical technique, this article tests six hypotheses, which were created by the interest group model and five county characteristics, to empirically explore this variation shown in the local growth management policy implementation. The analyzed results prove that counties with 1) many pro-growth management policy interest groups, 2) many residents with high economic level, and 3) many residents supporting the Democratic Party more actively implement growth management policy, However, the analyzed results reveal that counties with many minorities are less likely to implement growth management policy.
