The purpose of this paper is to examine major policies and research results in China surrounding ‘National Marine Awareness’ since the 2000s and to derive its characteristics and implications.
In the new maritime era, the Chinese government, which has set the construction of a maritime power as a national strategic goal, clearly recognized that it is feasible based on public understanding and support for the ocean, and devoted a lot of efforts and resources to raise the people’s marine awareness, especially among young people. Research and policy directions in China on national maritime awareness are focused on recognizing the importance and value of the ocean at the level of national strategy, emphasizing the ‘relationship between humans and the ocean’.
Therefore, among marine awareness, interest and education tend to be concentrated in areas such as marine sovereignty, marine territory, marine resources, and marine history. This can be seen as extending China’s claim to the existing land-centered thinking, namely the sovereignty, territory, resources, and history of the state, to the ocean. In this Chinese-style discourse of maritime awareness, it seems difficult to expect a shift in a new philosophical vision and perception paradigm through so-called “transition from land-centered thinking to ocean-centered thinking”.
