In order to derive problems that may arise in the early stages of the implementation of the Sports Club Act, this study identifies the operation status of sports clubs and presents development plans based on them, providing basic data for sports clubs to be well established early. First, it is necessary to revise "operate" in Article 3 (3) of the Sports Club Act to "operate" to provide administrative support so that sports clubs can be more actively activated. In addition, Article 11 of the Enforcement Decree of the same Act should be revised to "reduce" so that the usage fee for sports facilities required for the operation of sports clubs can be minimized and more activated. Second, through network governance with the Ministry of Culture, Sports and Tourism, the Korea Sports Association, the City Sports Association, and the City Sports Association, a briefing session should be held to promote sports club registration methods. Third, it is most important to further ease the requirements for designation and notification of sports clubs to induce independence as a self-sustaining sports club through government support. Fourth, if the government fosters professional student athletes through designated sports clubs and focuses on basic and unpopular sports, the settlement of sports clubs will be more diverse and stable. Fifth, it is necessary to strengthen the deployment of full-time sports club leaders, and if necessary, the government or the Korean Sport & Olympic Committee should deploy full-time sports club leaders through budget support from the local sports association, and the local sports association should send leaders to support the establishment of sports clubs. Sixth, if the school sports department and sports clubs are expanded to projects that local governments can take the lead in providing the same administrative and financial support, local governments will be able to actively utilize public sports facilities to revitalize sports clubs.
