Since there are differences in regional economic resilience, some regions may not be able to respond effectively to shocks. Most previous studies suggest industrial diversification as a strategy to enhance regional economic resilience. Industrial diversification allows a region to create new paths through emerging industries when its main industries are significantly shocked. However, the effects of industrial diversification can vary depending on the conditions of the region. In regions with low innovation capacity, industrial diversity has a negative impact on regional economic resilience because it disperses innovation resources. The purpose of this study is to empirically analyze how industrial diversification affects regional economic resilience differently depending on the region"s innovation capacity and to propose strategies for enhancing resilience based on innovation capacity. To verify this, we conducted a moderated regression analysis of the impact of industrial diversity on regional economic resilience using innovation capacity as a moderating variable. Based on the results of the analysis, we propose the following: Regions with high innovation capacity should diversify their industries to create new path in the face of shocks. However, regions with low innovation capacity should create new paths through path importation and path upgrading due to the lack of local innovation resources.
