This study developed class participation motivation scale, class satisfaction scale, and goal orientation scale for physical education major university students in Korea. In addition, the three measurement scales were used to verify the mediating effect of goal orientation on the effect of class participation motivation on class satisfaction. All 600 university students were surveyed and Winsteps 5.8.1 program and Amos 29 program were used to analyze. The results were as follows. First, in logical validity with current physical education measurement and evaluation experts, it was decided that 15 class participation motivation items, 15 class satisfaction items, and 15 goal orientation items suitable for physical education students could all be measured with 5-point response categories. Second, Rasch rating scale model was applied to verify the appropriateness of the number of response categories, and goodness-of- fit of items, and differential items functioning by gender. Finally, 11-item class participation motivation, 11-item class satisfaction, and 10-item goal orientation that measured with 5-point response categories were developed. Third, the three scales developed were no problems in measuring the attributes of physical education majors through the person ability and item difficulty maps. Fourth, goal orientation was a significant mediating variable in the effect of class participation motivation on class satisfaction. Goal orientation significantly contributed to increasing class satisfaction of physical education majors.
