Purpose: The purpose of this study is to initiate and identify multifaceted approaches to establish a smart industrial ecosystem for the marine leisure tourism industry. Additionally, it aims to provide foundational data to connect related upstream and downstream industries, thereby promoting a balanced industry across value chains.
Method: This study conducted an Analytical Hierarchical Decision-Making (AHP) survey, which garnered 22 valuable responses from marine leisure tourism experts in both academia and industry. The questionnaires were developed through a review of extant literature and content-validated by a panel of experts.
Results: The priorities of the 16 factors, based on the integrated weights from stages 1 and 2, to create an ecosystem in the smart marine leisure tourism industry comprise smart marine development and operation, commercialization technology, marine leisure tourism facility operation, information and communication technology (ICT), and financial and tax support. These factors are presented in descending order of importance.
Conclusion: To advance the domestic marine leisure tourism industry, establishing a smart industrial ecosystem is imperative. This approach will effectively address the major trends of digitalization and decarbonization, which are pivotal in the global marine leisure tourism sector, while also offering an innovative turning point for the development of new marine industries. Consequently, the findings of this study are significant, as they provide foundational data for establishing industry development strategies and support policies aimed at building a smart ecosystem for the marine leisure tourism industry.
