Purpose: This study is conducted to provide basic data for customized support policies for the marine leisure and tourism industry by identifying the status of damages by industry type of marine leisure tourism due to COVID-19, and by identifying the demand for support policies by industry type.
Method: Through online and telephone surveys, a total of 32 items were used for analysis, including 27 items derived from prior research and government support policies for tourism and 5 items representing the characteristics of marine leisure and tourism companies.
Results: First, the supply and demand of manpower, financing, and sales before and after COVID-19 deteriorated. And the outlook after COVID-19 was found to be worse than before COVID-19 in all indicators. Second, the difficulties of each operating element caused by COVID-19 appeared in the order of financing, government regulation, public relations marketing, and manpower supply & demand, which was different from the difficulties before COVID-19. Third, in the current situation, satisfaction with the government and local governments’ support policies for tourism was found to be quite low. Lastly, the importance of the customized support system for the marine leisure and tourism industry was in the order of re-starting and full-time support, management consulting, and exemption from public water usage fees.
Conclusion: Eventually, the Ministry of Oceans and Fisheries, which is in charge of the policy to revitalize marine leisure tourism, needs to establish all-round support measures such as preparing laws and regulations, organizational structure, and fundraising to support marine leisure tourism companies.
