More than a decade after Kim Jong Un came to power, North Korea’s economy has yet to improve. North Korea announced a new Five-Year Plan for National Economic Development (2021–25) at the 8th Party Congress in January 2021, acknowledging its economic failures due to the poor implementation of the Five-Year Strategy for National Economic Development (2016–20), which was presented at the 7th Party Congress. However, the plan was a vague strategy of maintenance and reinforcement. In recent years, North Korean authorities have emphasized the need for businesses to provide their own materials and financing as economic development has slowed and have enacted and revised commercial laws to increase tax revenue from businesses. The self-financing of budgetary enterprises was stressed as an effective means for the authorities to maintain control over the economy; recycling was legalized and made the main activity of enterprises; and money coupons were introduced. Moreover, the Product Identification Code Management Act, the Information Identification Code Management Act, the Receipt Act, and the Electronic Payment Act have been enacted and amended to be used as a means to expand tax revenue. As a result, corporate autonomy has been weakened and companies have been forced to raise funds for the state under more pressure and control. This study is significant in that it examines the recent changes in North Korea’s various corporate management systems and laws, which have not been studied before, and analyzes their implications.
