Hangeul movement went through many hardships during the foundation period of Modern Korea, which started from Kapo Reform Movement of 1894. Among them, the Hangeul Dispute in the early 1950s was comparable to the Choson Dynasty's King Yeonsan-gun's suppression of Hangeul, in that it was based on the ruler's arbitrary policy on the language. It had huge influences not only on the Korean society in that period, but also on the policies on the national language and on culture afterwards.
The Hangeul Dispute (Hangeul Simplication Dispute) happened due to the policy on the revision of the spelling of Hangeul between April 1953 and September 1955. President Syngman Rhee's continuous direction about the revision of Hangeul's spelling into simple old forms confronted the government with educational and cultural circles. It was caused by the President's arbitrary policy direction based on his outdated view of Hangeul, which supported familiar old spelling system instead of unfamiliar spelling system of that time, and also by the blind loyalty of Syngman Rhee's supporters such as Paek Doo Jin and Lee Sun Geun.
Right after his coming into the power, Syngman Rhee declared several times that Hangeul's spelling system should go back to the 1910s' style, which were used in the translation of the Bible. Following the President's declarations, the Ministry of Culture and Education made a proposal for the simplification of Hangeul public in June 1954. However, the whole nation opposed it, as it was not democratic, scientific, rational nor efficient. The opposition eventually led to political and cultural upheaval in the spring and summer of 1954, though in the beginning it was only a controversy over the revision of Hangeul's spelling system. After all, the Syngman Rhee government had to give up their intention, facing the national resistance against it.
The Hangeul Dispute has several implications like the followings. First, from the linguistic history's perspective, it was a controversy whether to choose ideographic symbol system or phonetic one. The former was based on the morphology while the latter encouraged simplified spelling system. Second, though the Hangeul Dispute was only about the spelling system in the beginning, it expanded to cultural and political debates, as its advocator and dissenter groups had different philosophical backgrounds and socioeconomic interests. Third, it seems that the dissenters criticized Syngman Rhee's policy on Hangeul, but in the heart of it they strongly criticized his dictatorship. Fourth, the Hangeul Dispute tried to succeed the legitimacy of Choson Language Society(朝鮮語學會), which led anti-Japanese movement during the Japanese colonial period. Lastly, it seems that the ultimate intention of Syngman Rhee's Hangeul simplification policy was to nurture loyal people who would support his imperial republicanism.
In sum, the Hangeul Controversy was a failed attempt as the people opposed the authoritarian regime's compulsive policy on language and culture, Also, it was a collision of Syngman Rhee's personal preference for phonetic spelling system with anti Syngman Rhee intellectual group's support for the Choson Language Society's spelling system. Considering the facts that there still exist some scholars who insist the superiority of the phonetic spelling system and that many teenagers are contaminated with cyber language that ignores ideographic rules, it seems possible that another Hangeul Controversy might happen again.
