Malaysian politics has been characterized by authoritarian rule with democratic institutions. Since the economic crisis of 1997, Malaysian politics began to change in an abrupt and dynamic way: Tremendous tensions and strains have battered the Malaysian political system, sharp divisions and conflicts among political leaders resulted in the expulsion and jailing of Anwar Ibrahim, and a strong opposition to Mahatn's rule began to appear.
One of the major concerns today is the issue of political democratization, that is, how to enlarge the democratic space and ensure grassroots participation in decision-making process through civil society and civil organizations. The prospect of the Malaysia's democratization, however, is ambivalent. Political culture changes in favor of democracy, autonomous civic groups begin to organize, and opposition parties are united against the ruling coalition party. Despite the positive signals for democratization, democratic social forces are rather fragmented, the opposition parties are still very much fragile because of their multl-ethnic political bases, and the ruling coalitions adopt some adjustment measures.
