The purpose of this paper is to study the influence of the result of the Iraqi War on South Korea's policy for the North Korean Nuclear Issue, and especially the change in policy direction since the end of the war.
The Rho Moo-hyun government's policy towards nuclear issues in North Korea can be represented by "three principles relating to the North Korean nuclear issue." These are: opposition to any nuclear weapons development programmes by North Korea, peaceful resolution of the issue through dialogue; and an active role for South Korea in the process of peaceful resolution.
Before the Iraqi War, in complaining about the measures against North Korea being imposed by the US, President Rho Moo-hyun particularly emphasized the principle of peaceful resolution, even saying that "the dialogue with North Korea must be continued at any case." The South Korean government also tried to mediate between the US and North Korea. Overall, the Rho government prefer cooperation with North Korea to cooperating with the US.
The "Baghdad effect" caused by the early cessation of the Iraqi War, however, changed Seoul's attitude towards the North Korean nuclear issue. First, in entering into three-party talks among the US, China and North Korea to discuss the nuclear issue, the Rho Moo-hyun government virtually discarded its principle of playing a leading role. Secondly, President Rho retreated from his original position of pursuing peaceful resolution when at the Washington Summit he agreed with President Bush to consider "further steps" if necessary .
By and large, it can be said that after the end of the Iraqi War the Rho Moo-hyun government became more realistic, and began to put more emphasis on the cooperation with US in resolving the nuclear issue. But there still remains policy gap between Washington and Seoul as a result of President Rho's personally held view which is relatively critical of the US, and because of his internal political calculation.
