Chungcheong Byung-Young moved to Cheongju in 1651, trying to arrest effectively the thieves in the areas between Hoseo and Youngnam. On the other hand, this move implied the switchover to defense system that emphasized the inland as much as the coastal areas by correcting the problem that Byung-Young and Soo-Young concentrated on the west coast. After Byung-Young moved to Cheongju, Haemi Jin-Young was established to fill up the military vacuum in 1652. The number of military soldiers in Haimi Jin-Young was 5,334 in total. From 1664 Haemi Hyun-Gam was allowed to hold the position of Young-Jang at the same time. Therefore the operation expenses of Haemi Jin-Young was lower than other four Jin-Youngs of Chungcheongdo.
Haemi Jin-Young later in Choseon Dynasty fulfilled its function of protecting coast inhabitants and transport ships by defending the west coast of Chungcheong Province. It supported the defense of Kanghwa-Island from 1684 to 1697 and prepared against the imperialistic Powers' demands of trade or invasions in the 19th century. Besides the security function of Haemi Jin-Young became strengthened, playing the key role in arresting and executing Catholics as well as arresting thieves. This security maintenance function of Haemi Jin-Young showed the role of local military forces well in peacetime.
