The purpose of this paper is to examine the public - private partnerships and to introduce a case study on the urban development of Japan cities into Korean planner society. This study also attempts to identify the major problems and tasks on applying the public - private partnership into urban development field in Korea.
Since 1980’s, it has been recognized to induce the private fund and skill into the public development sector. Thus Japan often used public - private partnership as a method of promoting city growth. In this study, the development cases in Kobe, Kagekawa, and Tokyo are analyzed in terms of public - private partnership perspectives.
And new town plan, man - made island in Pusan, and railroad station renewal projects in Korean metropolis are examined on the necessity of public - private partnership, its major problems and tasks, etc. The major findings are followings : it is needed to (1) revise the legal, financial, and tax supporting system for promoting partnership ; (2) diversify the various fields along the merit of the participiants ; (3) create incentives for private companies and to exclude the short - term and unsound fund of private sector ; (4) propel the projects with various techniques, for example multi land use planning, incentive zoning, urban ￢design, etc ; (5) eatablish the new morals and philosophies for higher level of partnership.
