The concept of the school as centers of community is growing increasingly important in the planning and policy of school facilities. Schools are becoming a gartering place - a place of life-long learning, shared health and fitness faculties, and a host of other services to enhance community beyond of students' educational success. Even though the commonality of school facilities to public becomes increased, the public responsibility of building schools in new towns becomes decreased duo to the deficiency of financial affairs. The use of public-private partnerships helps regional school systems meet the public demands to build and renovate schools and it offer numerous, concrete benefits to the community and students. But there is no enabling legislation or system that allows the invest to school facilities into public-private partnerships. We therefore would make legislation that would allow the alternative school construction/financing model for use by local educational governments.
To this purpose, this research would provide the rationale and a conceptual framework about the commonality of school facilities and the foreign and domestic cases on public-private partnerships to build schools. It proposes a mixed developing method using the linkage program(MDLP) as an alternative school financing model. In oder to promote public-private partnerships, it finally proposes four agenda such as the strength of the role school as public good, the involvement in planning a school facility and the respect and trust between community member and school administrators.
