Recently, the problems of land use became a greater portion in contemporary urban problems over the world.
In Korea, because of the land shortage, rapid urbanization, the rise of land price, unefficiency of existing diverse functions and unskilled land policy, to make the land use planning program is very difficult.
Moreover, the problems of land use are becoming worse by the increase of populations and facilities.
So, in this study, in order to examine the land use planning and zoning ordinances, I selected 10 medium size cities in Seoul Metropolitan Region of Korea.
I investigated the city character and development directions in upper level planning, and analized the present conditions of land use, and land use plans towards the middle range of 2,000 years of the cities.
And I introduced the case studies of foreign countries for the comparative studies.
In this thesis, I derived the problems and proposed the improvements of land use planning and zoning ordinances for effective urban development.
Following conclusions were extracted.
First, it is needed to classify the cities by the city character for the intensive and specific land use.
Second, it is needed to classify the cities by the population size in order to adopt a suitable land use planning program.
Third, it is more disirable to apply the coding system of urban classification in order to computerize the statistical data.
Fourth, preparing the criteria of urban region and space requirement of use districts is necessary for effective land use planning to the cities.
Fifth, use district, such as commercial district, should be divided into detailed subdistricts.
Sixth, to avoid overlapping districts, it is necessary to make the positive permission of use by districts clearly.
Seventh, some use districts were well prepared on city planning act, but these were not applicated well in practice.
