Urban sprawl has been appeared by the scatter developments of residental sites, restaurants, and motels in the fringe of Seoul Metropolitan Area. Therefore, the National Government has tried to protect the urban sprawl and environment damage in the name of the Second District Unit Plan which is effective in the year of 2003. It would apply to the land where high development pressure has been existed in the nation. However, the Second District Unit Plan which restricts development density, development size, and installing necessary infrastructure is a new idea in Korea. Thus, it should be reviewed whether it would be an applicable plan of the development circumstance in Korea. The purpose of this research is to suggest desirable directions for implementing the Second District Unit Plan based on a feasibility study. In order to go over the application of the Second District Unit Plan, this research has selected several sites where urban sprawl and environment damage would be occurred potentially by the residential site developments. The Second District Unit Plan has applied on the sites and evaluated on the aspects of cost and benefit in the view point of developers as well as local governments. This research has found out that the burden of infrastructure cost would be very heavy to the developers compared to the benefit of development. Thus, the Second District Unit Plan needs to relieve the burden of infrastructure cost for an applicable plan and provides different incentives to residental sites based on the quality and quantity of infrastructure in the sites.
